The meeting was attended by Dr. Mufti Muhammad Kareem Khan, Chairman of Wifaq-ul-Madaris Islamia; Mufti Muhammad Zubair Faheem, President of Ittihad-ul-Madaris Al-Arabia Pakistan; Muhammad Rizwan Abidi, spokesperson of Majma-ul-Madaris Taleem-ul-Kitab wal Hikmah; Mufti Ghulam Asghar Siddiqui; Allama Sahibzada Muhammad Nafees-ul-Qadri; Agha Syed Furqan Ali Karbalai; Mufti Muhammad Aslam Sabri; Allama Ashfaq Ali Chishti; and Allama Naseer Ahmad Babar.

The participants strongly condemned the attack and desecration of Minhaj-ul-Quran’s Noori Mosque and Madrassa in Gulshan Colony, Faisalabad, by MPA Rana Abdul Razzaq and his hooligans.

It was stated that on the night of September 23, 2025, MPA Rana Abdul Razzaq and his armed accomplices stormed Minhaj-ul-Quran’s Noori Mosque and the adjoining Minhaj Tahfeez-ul-Quran institute, where they brutally and indiscriminately assaulted worshippers and students. Their vile and unlawful actions gravely violated the sanctity of the mosque, spread fear and terror, and were aimed at seizing control of the mosque and madrassa through sheer thuggery. Their mischief also sought to incite sectarian hatred and disrupt inter-sect harmony, while simultaneously disturbing the city’s law and order.

Despite this grave provocation and violence, workers of Tehreek Minhaj-ul-Quran Faisalabad did not take the law into their own hands and instead sought help from the administration. Regrettably, the desecration of the mosque occurred under police supervision.

It was further revealed that several weeks earlier, Minhaj-ul-Quran Faisalabad officials had already informed the district administration about the planned seizure attempt by Rana Abdul Razzaq and his armed men. They had also met with the Deputy Commissioner (DC) Faisalabad and the City Police Officer (CPO) Faisalabad, requesting lawful action and impartial investigation to determine the ownership of the mosque and adjoining madrassa. Acting on these requests, the Deputy Commissioner directed the District Intelligence Committee—comprising officers from all law enforcement agencies—to conduct an inquiry.

The committee concluded in its findings that the mosque, school, and madrassa in Gulshan Colony had, since inception, been under the management and control of Minhaj-ul-Quran Faisalabad. The report further declared that attempts were being made to occupy the property on political grounds. In light of this report, the Deputy Commissioner instructed the CPO to take necessary action. Unfortunately, these instructions were never implemented, enabling MPA Rana Abdul Razzaq and his goons to assault Minhaj-ul-Quran workers, desecrate the mosque, and attempt to spread sectarian hatred.

The religious boards demanded that the district administration immediately restrain MPA Rana Abdul Razzaq from such thuggery, restore control of the Noori Mosque and adjoining madrassa to Minhaj-ul-Quran Faisalabad as per the inquiry report, and take strict legal action against him for attempted illegal occupation and fomenting religious discord.
It was also noted that the said mosque and madrassa are registered with the Directorate General of Religious Education, Federal Ministry of Education, Government of Pakistan, under the religious federation Nizam-ul-Madaris Pakistan.

The scholars warned that if justice is not served, all religious boards and scholars across Pakistan will launch strong protests, and the entire responsibility will rest on the district administration and MPA Rana Abdul Razzaq.
